Online Selections System (OSS)

Below outlines the inaugural roll-out of the Online Selection System which facilitated the National Selections for the 2018 Academic Year. For the sole purpose of transparency, some results are outlined. Through this inaugural process, a number of issues have been identified by Selectors and the DHERST. DHERST is committed to improving the the Online Selections System for the next round of the National Selections. 

1. Roll-out of the Online Selections System

The Minister for Higher Education, Research, Science and Technology - Hon. Pila Niningi announced the decision to introduce Online Selection System during the seminar held on October 13th, 2017. At the meeting,  PCGA Academia presented the proposed algorithm of selecting candidates. Later, DHERST has continued communication with the HEIs using biweekly newsletters, e-mail, and phone calls. On November the 2nd, the early version of the system was made available to HEI’s Selector Administrators. After two weeks, the next version was deployed which allowed HEI’s Selector Administrators to create Selectors account and also allowed selectors to check the requirements and set the quota for their programs. The system should have around 36 HEI admins accounts and up two 180 selectors accounts plus some additional account for DHERST staff.

On Nov 29th, the final version of the system with full features for HEI’s admins and selectors became available and announced in the third newsletter together with tasks that selectors had to complete before the selection. The process of activation of HEI’s admins and selectors account was slow. Google Analytics graph below shows numbers of new users in the system during its roll-out.Because of this expected familiarization with the system and data preparation before consultations and selection became a challenge.

2. Tasks for HEI Selector Administrator and Selectors

The primary objective of the introduced system was to increase transparency and efficiency of the selection process and ensuring that suitable candidates are not lost. Still, the tasks of selection were to be left with selectors. To ensure this, selectors received four tasks:

  • Set up quota for school leavers to be admitted to their [programs
  • Set up or confirm entrance criteria for the program (they have been prefilled from requirements published in DHERST brochure)
  • Set up ranking order
  • If necessary, add local preferences by exporting the list of candidates who applied for the program and met criteria, filling arbitrarily local preferences and importing it to the system.

3. Data Gathering

The system was available for users before 10th December 2017 with data from 2016. It still allowed to learn the system and particularly its query language for requirements and the. Around 8 pm 10th December 2017 – which was some 36 hours past planned time the data from Measurement Service Division was obtained, and during the night PCG Academia was able to integrate it with SLF data and STAT-P results.  

4. Consultations

On 11th and 12th December 2017 consultations were held at DHERST for all HEIs in accordance with the schedule published in newsletter 2 and 3. There were some changes due to some flight cancelation that led to late arrivals of some selectors.

The primary objective was to ensure that the selectors had done all their tasks and data is ready for automated students allocation. Still quite a long time was devoted to the creation of accounts or password reminding.

As the consultations were the first chance to see the system on the real data several data related issues had been noticed and fixed – particularly wrong representation of ICT exam results and some null values in several cases.

Also during consultations, some final changes in the list of programs available for selection were introduced.

5. Selection

On 13th December 2017 before final selection most effort was used to ensure that all programs have proper quota – which allowed reduction of programs with default quota to one. The Minister Hon. Pila Niningi initiated the selection at 12:03 pm.

The system selected 12,234 candidates to 169 programs in four steps:

  1. Candidates who selected a program as a first choice and met entrance criteria were put on the waiting list. Finally, 3,140 of them were matched to the programs of their first choice.
  2. Candidates on the waiting list were compared with candidates who selected the program as a second choice, met criteria and were rejected by their first choice. Best of both groups were matched to the program. In this stage, the algorithm added 2,302 matches.
  3. If there was still some space on the list, best candidates who were rejected in step 1 and 2 and met criteria were allocated to the program. This added 6,553 candidates to programs.
  4. The program than filled the remaining places with best candidates rejected in step 1,2 and 3. Only 239 candidates were added at this stage.

6. Results by Students

The table below shows results of selection from the point of view of students with certain GPA.

The data above shows that not a single student with GPA higher than 2.4 was omitted. In 2016 there were 2,293 such students and even 66 with GPA above 3.8.

7. Results by Programs

The table below shows results for all programs. Please note that only 239 of 12,234 matched candidates, i.e., less than 2% do not meet entrance criteria. In 2016 manual process this percentage was 40%.
